The EU should take a harder line on Russia's democratic deficit

In an opinion editorial in The Guardian Tony Brenton, former British ambassador to Russia, says that European leaders should follow Germany's lead and collectively tackle Russia on its governance and human rights record. It is time for the EU to find an effective common approach to Russia. This would have two strands.
